Probably lost that hand way before this, so he knows what to expect. He is a repeat offender, proving their punishments don't work.
I think their punishments probably work really well. Just not on this one guy.

This one guy didn't learn, but, I bet everyone else that ever sees this guy will think twice.

A very clear object lesson and warning to heed the lesson.
