Because this isn't the first world where it takes place....it is in the THIRD world....wherein they don't have the resources to police inmates.....they have enough staff to mind the perimeter and that is it.... I watched a doc on the MS-13 and the jail they have entirely to themselves....and the public can walk right up to the jail bars by the entry.....or they can launch packages into the general population over the two walls......the guards don't give a fuck.....I seen like a couple pounds of weed get thrown in....no biggie. |
