I went to Airborne school in the US Army. I don't think he even deployed his reserve. I think he freaked out because his pilot chute (the little one that helps the main chute deploy) was tanged with his main. He subsequently had a good spin going on. Might have even passed out because judging from the low altitude, he had probably been spinning for quite a while. Either way, I don't think he even deployed his reserve. Because that small chute is not his reserve, and we don't see a failed reserve dangling under him before he hits. Dude freaked out and froze methinks. There was a dude that basically went catatonic after our first jump, we never saw him again.

He did try the reserve, but WAAAAAAYYYY too late. Only a few seconds before impact, look closely and you will see the pilot chute, but not enough time, nor airflow for the actual reserve to deploy...

There appears to be multiple malfunctions going on. One leading to another. From the appearance of the main chute it could be a line over but it could also be a slider hang up. Either way it led to malfunction number two a violent spin.
The unfortunate reality for this dude is all of these are easily fixed if the jumper reacts instead of freezing up.
99% of malfunctions can be completely avoided with diligence and maintenance the other 1% are pretty simple to fix if you think through the issue.
