Big machinery like these usually come with safety measures like guard rails pre-installed. Which suggests either this was some sort of pakistani custom doohickey made from scrap or they deliberately removed the safety features for some reason.

This video makes me realize why my teacher told me to take off my gloves when I was woodworking. Getting sucked into the machine seems very dangerous.
