Putting the peoples law aside, this is one of those cases where fault can be put on either, or both, drivers.
Wrong-way maintained control of his car, although he was going the wrong way, and he’s the cause? I think blame should, at least, be equally split.
Legally, I know if he hadn’t been going the wrong way, he wouldn’t have been there to get hit, BUT family-guy was going too fast for conditions, and apparently lost control. Who’s truly to blame?

looks like he was not even in the opposite lane but halfway so maybe the other panicked and hit the brakes and in that kind of weather and with that speed you get this indeed.
