You do have that option! 1.- Save the video to your hard drive. 2.- Download and install VLC player Execute the VLC From the "Tools menu" select "Customize Interface" Add these two buttons (double triangles in the following shape) << and >> These will allow you to play the video slow (<<) or fast (>>) Sheers |

I'd bet the driver was on his/her phone. That area was decently lit up even without the many phones adding ambient moving lights.
