I'm from East Africa. I visited family in Kenya when I was little and picked up quite a bit of Swahili. I don't know why they love necklacing thieves, though. The punishment usually doesn't fit the crime. My mom watched a kid get torched for stealing a chain off a woman once. He was chased down, beaten to a pulp, and set alight. Many such cases when I was there.
