In Japan, when there's generally a public disturbance (person(s) being a tad loud, mildly disturbing the peace, etc.), it is thought best to mind your own business. Not to get involved or interact with such individuals, as it could make a situation worse, or end up getting yourself injured. As such, it is highly suggested by authorities for people to get the police, so they can handle it. If you ever find yourself on a public transportation in Japan, you'll notice how quiet it can be. If someone is talking loud, or being very animated, you see that everyone else is pretty much acting as if they don't even notice. It's very surreal when you first experience it. It makes you feel as if you're the only one who can hear/see those individuals.

While far more violent, this particular situation holds the same general rule. With the only exception that everyone else took notice, but really did nothing to stop it.
