~The driver of the car that was double parked with the red car moved the cone farther into the street
~That driver left quickly due to having a fight with his wife and forgot to move the cone back
~The cone was first there to block someone from parking at the boutique
~Free tire rotations across the street
~A person on the blue buss said, "oh my, that cone is too far out."

That's what i thought. Maybe he was focussing not to get too close to the truck plus when you see the shadows it means they were looking into the sun so maybe he was a bit blinded also.
