It looks very fake. No need to cut on the neck for an extended time before you get a burst of blood. It's actually quite simple. It also should be a pulse in rhythm with her heart. It looks way to wide and even. Almost like a fine spray.

I'm almost inclined to think that but the movements are a little odd. Also depending on how the neck was cut, it can cause blood to spray rather than pulse. But it's still hard to say for sure because it's blurry. Still... disturbing video
