He was a half step too slow or he would have gotten the job done at the beginning when his targets first went to the front of the place. It's not clear why he stayed outside and fired inside after that instead of going in after them. That may have given one of his intended victims time to get/draw a gun. The "hitman" business is not kind to screw ups - no mulligans given out.
