After watching several times, I believe that the guy in the black jacket was the aggressor. He came up behind the other guy, who was not threatening him in any way (and didn't even appear to see him at first), and kicked his bike. Only then did the second guy pull his gun and retaliate.

I got more info about this, and it seems the guy was chasing the 2 on the bike as they were thieves, and it all makes so much more sense now....
