The vast majority of high tension wires the world over, including developed countries, have no isolating or protective sheathing. There are practical reasons, mainly significant extra weight that run a far greater risk of the wires coming down in storms, not to mention the extra costs per ft.

Never seen someone open a tailgate like that
I doubt high enough or at the right angle to break his spine. Probably some pretty fucked up ribs though.
