Remember... just because its cctv doesn't mean they don't have AI reviewing the footage. I don't think the person that posted what you quoted meant AI generating the footage, I think they were referring to reports that China has AI reviewing the camera footage they have all over the place, for various reasons. one main reason being to "help maintain" peoples social credit score, which effects their lives, and is a huge deal to them.

Sorry, but I really don't see how you could possibly help the guy falling down, fall down BETTER. I mean, you could push him down HARDER, but that seems kind of brutish.
