Lack of public education. The only people who really know how to respond in an emergency are people who are trained for emergencies. I've seen (heard of mostly) Americans panic and do the wrong things in emergency situations. Americans who have been trained from birth in the right way to put out a fire. You seem to think there is some kind of character flaw here. Also, it is quite hypocritical for you to judge the man taking the video, when all of us are binge watching Documenting Reality.

How many movies have you seen of Americans reacting to a person on fire? What do you have to compare it to? The thing that surprises me more than anything is how someone who lights himself on fire doesn't understand how much it is going to hurt.
