I'm wondering if, in addition to her maybe having poor swimming skills, the water she fell/drifted right into might've been part of one of those 'highly over-oxygenated sluice water' dam outlets or such, stupidly right there where people can get close to it. Nigh impossible to swim in that stuff, not long enough to save yourself. There are some vids of this on DR, though more obvious such as when some dumbass jumps right INTO the sluiceway.
