Questions for those who've worked in the industry or otherwise are in the know: is it typical to have anything like 11,000-volt lines exposed like they are here in residential/business areas such as this in developed western countries? What about differences in safety measures?
Yes and we have even much higher voltage in open air non insulated conductors but we have codes and are careful about them being far out of reach.
