Several people were crossing the track after the signal went on so there is really no reason to pay attention to one particular person. Also, the guy who pushed his motorbike across the track prior to the train's arrival seemed to have distracted the people waiting behind the gate.
I don't think anyone in the shot saw the guy get hit. They probably assumed he crossed the track (like everyone else) and that the train was just going by as usual.
