You make good points. There is a certain fatalism in Hindu culture. The lower caste people (and the caste system is still powerful despite the fact that its worst aspects have been made illegal) tend to accept the poverty and other hardships rather than trying to escape them by running off.

Look up For Mr Vijay Mallya on internet , a Liquor tycoon who fled India and hiding in UK after a fraud of about 10 Billion dollars of Indian Bank funds of common Indian people. Whats UK govt doing about it ?Giving refuge to Mr Mallya as he has a lot of monetwho has a lot of money to buy Lawyers and do fine liquor business in Europe.He is still not deported by UK.Easier said than done my friend.You need to question a lot of policies if you want to be fair.

Sounds just like a plot from one of Le Carre's novels. They may be works of fiction, but they are very realistic.
