Hawley's Bell 407 helicopter was heading from Gonzales to New Orleans' Lakefront Airport where it was scheduled to pick up three passengers, the airport director said. The helicopter was airworthy. It hit the power lines that you can’t see in the video which caused the rotor to separate from the aircraft.

I looked again after I read your post. Probably a loose piece of helicopter that is swinging around outside, not the pilot. I think the piece swings back behind the helicopter and appears again out the other side. It does look like a body with arms, but I can't think how the pilot would be tethered so he swings around the outside of the helicopter.
