Didn't look backwards to me. Regardless, an innocent person has no reason to think they are the subject of an investigation, and have no reason to think the cops are after them. Their reaction will be pure confusion. A confused person will act in any number of ways, some of which will get them shot because police training is exceedingly shitty in this nation.

As is pre-screening for people reasonably capable of being cops justly.

You are super correct . He turned around and saw the cop. I would have instantly thrown my hands in the air. And I'm a white female from that city. So tired of the cops getting fucked!
