Noticed a few folks saying that Noble was trying to act hard and said "Naw, fool" to the cop when the cop told him to stop. But if y'all put on some headphones and turn the volume up, you'll realize that it's actually one of Noble's friends (who you can see already detained and complying at the beginning of the clip) shouting at him to "Stop, fool!"
