"It's clear" doesn't mean that he had no weapon. It is a signal for the ambulance to come to a scene of a shooting. We (I'm an EMT) aren't allowed to get a truck near anything with a gun until we have a "All clear, scene safe" signal. Part of protocol. They have to ask.

Also, in some cases, they can't administer first aid if they are not qualified. It is a huge legal issue, and to be honest, he was shot in the chest. Only a surgeon standing in the parking lot could have done something. Don't get me wrong, stopping bleeding may have been good for the camera, but it wasn't going to stop the guy from circling the drain.

In Russia, having hands unseen by officer is not a legal reason for officer to shoot. That is why Russian police are men, and not pieces of shit like U.S. police.

The man on the ground in this video learned his lesson the hard way. The man opened fire on officers in Russia November 7th and the video shows him getting beaten by a group of police officers after he surrendered.
