I have to say that using lethal force was extreme in this case. He could barely walk due to being tased and was well out of reach with a melee weapon. Unjustified, in my opinion.

And you're right, he was leaking. Doubt it was in the heart as he'd died either instantly or within mere seconds but he seems to be still alive and alert all the way up to when the video ends.
When some cunt like that is throwing his shit around he deserves to be fucking shot, fucking tree bandits at it again, fuck 'em.
