I'm surprised the Brazilians don't sell some kind of neck safety collar. or an attachment to the lower part of the helmet, like helicopters have, just a stave that sticks down and snags any incoming wire. This seems to happen a LOT!

It's so inspiring to see people doing their best to help a person stay alive instead of standing around like idiots. /r

Futile or not they could try and support her breathing, elevate her legs, apply pressure to the wound, reassure the woman so she holds on / knows someone cares / knows help has been called / knows what happened etc.

And by the way this feeble mindedness isn't limited to places with poor education.

Not murder, just gross negligence. As the OP said, those razorwire kite strings and kite strings studded with broken glass are specifically used in 'kite fight' contests in Brazil.

Except often times when they get cut, they just fall and no one picks them up. The hang from lamp posts, trees, get caught in utility lines, etc. Then someone on a motorcycle tangles with one and it kills them quickly. There are probably a dozen of these cases here on DR over the past decade or so.
Always leave it to the South Americans to die in the most retarded ways lol

In total, thirteen patients (twelve men and one woman) were evaluated in the present study. The mean age of the patients was 30 years old (range: 7–50 years), and all of the injuries were caused by kite strings coated with manja. Eleven of the victims were riding a motorcycle, one victim was riding a bicycle (the only child in the present study), and one was riding a horse.
Like Vedderman said, it is probably not murder, but one could definitely get the idea of using it for that purpose, given how often it happens and how it seems to be written off by authorities.

Kite flying is a popular game for children and adults all over the world. In India, Pakistan, and Bangladesh, people celebrate the arrival of spring by holding a kite festival. These kite festivals include a game of kite fighting, in which participants attempt to use their kite to cut the string of a rival kite. An abrasive material is often placed on the string of the kite to increase its ability to cut other kite strings.1,2 Typically, the thread is coated with a combination of ground glass and a water-soluble paper glue called manja. In Brazil, kite strings prepared in this manner are known as cerol, and the game is popular in regions with strong winds.3

Kites are associated with various types of injuries, including accidents that occur during the preparation of the threads, electrical injuries from high tension currents, falls that occur during the game, or injuries caused to bystanders during kite flying, especially those riding motorcycles or bicycles.4–6 The severity of the latter type of injury depends on both the speed of the vehicle and the kite, which is directly related to the wind speed. In Brazil, the use of motorcycles has significantly increased in the last few years, and riders are especially vulnerable to injuries caused by manja.7 Emergency departments have occasionally even reported patients with fatal neck injuries due to kites.
