A 33-year-old biologist, Jessica S.d.S., was riding her motorcycle down a hill when her neck was struck by 'cerol', an abrasive type of kite wire used in flying contests to cut the wires of other kites. She died at the scene.

That was pure random murder.
"Kite wire" like that is not too different to "piano wire" used in WWII for execution.
It's possible that a local didn't like motorcyclists in his/her/"it's" neighborhood.

Not murder, just gross negligence. As the OP said, those razorwire kite strings and kite strings studded with broken glass are specifically used in 'kite fight' contests in Brazil.

Except often times when they get cut, they just fall and no one picks them up. The hang from lamp posts, trees, get caught in utility lines, etc. Then someone on a motorcycle tangles with one and it kills them quickly. There are probably a dozen of these cases here on DR over the past decade or so.

she was a biologist, aka a scientist...the act was most likely done by loggers or miners with an interest in keeping their corrupt/destructive/perhaps illegal industry chugging along
