I know nothing of parachuting, but I wonder if that dude was turning at the end to avoid landing off-course, when he might have been able to flare up in a straight line to get to a proper landing speed? Any Rangers out there who can set me straight? I mean, if you turn so drastically, you have to be dropping like a rock as a result. There is no lift when you are going sideways.
