The cop was 22yrs of age. Thats not even a man! You give the police more power to use their force and more innocent people die. You restrict their power with the threat of being sued and the police lose their control. Litigation has fucked alot of things. This cop in this situation should have been clear in his mind to defend his situation with force. He didn't because he was scared of litigation.
