Because shooting center mass gives you a larger target area to hit, and it can't move out of the way in the same manner that a leg or arm can. Police can't sit there and waste time trying to hit small target areas to neutralize a threat.

I think the guy was intending to eventually drop his weapon but had such brain lag and such a profound sense of "I'm gonna drop my weapon, but I'm gonna take my sweet time doin' it, cracker!" huff that it ultimately cost him his life. Not a good idea to be so slow on the non-quick draw when cops are screaming at you to "DROP YOUR WEAPON! NOW!" over and over again. ~Have It Your Way~

No, they can't. Bullets are fast, in case you didn't know. This isn't the fucking Lone Ranger TV show from the 1950s. It's not possible to shoot the gun out of the bad guy's hands. They go for body shots to end the threat. Period. You draw a gun on a cop, in public, and you die. Period.
