Actually it indicates he was most likely infected with alien spores, specifically a species known to the government as a Type19A Serovector clone. Very hard to kill and can withstand temperature and pressure extremes previously unheard of in science.

They lack the brains to understand that, the belief that banning guns ensures the safety of the population is beyond stupid, but you're asking too much if you expect them to realize this simple fact.
