Think this through.. when it was obvious the guy in the car had no intention of giving up the gun, should the cops have called time out, huddled and drew straws to see who was going to shoot the guy?
Meanwhile, the guy in the car just sits there, gun in hand and waits for the cops to finish their sidebar.
Then the cops break their huddle, circle the car again and yell "drop the gun or our designated shooter, Officer Jones, will open fire".
