Actually the majority of deaths were caused by asphyxiation, either by being crushed in the stampede or smoke inhalation; generally speaking, the burns would come later to inert bodies. The club had a valid license for only 50 occupants. Russian authorities arrested its co-owners, its art director, the director of the pyrotechnic company that sold them the wrong kind of fireworks (and his kid who probably lit them), the chief fire safety inspector and two subordinate fire inspectors on various violations of Article 109, 219 and 293 of the Criminal Code of Russia -- none of the convictions a maxmium sentence of more than 10 years. Not bad for killing 150 people and disfiguring and another 304 all in the name of graft and corruption.
