Blinker on but the trucker in basically on the line and he has to yield not the biker. He’s at fault here not the biker. (Biker obviously wasn’t paying attention but that still doesn’t make him wholly responsible.)
Agree.

I'll just add the common sense angle. If you're on a motorbike in such an environment (there was a similar truck on the biker's side) then you damn well better be extra care as other vehicles should yield ROW. Same goes for pedestrians and cyclists. ROW means fuck all if you're handicapped, mangled, or dead because a distracted, overly tired, drugged out, drunk, etc., driver hits you.

Just last week I as on I-5 going 70 on cruise control per usual, when this guy on a motorbike goes flying past, easily 90 plus and lane splits ahead of me before I lose sight of them, on a four/five lane stretch of said highway around 1230. Traffic usually slows to around 50 about a half a mile from where we were as a bend had construction there and an overpass. He put his life in his hand in a completely pointless way; I just hope he didn't hit anyone.

TLDR Agree with your liability analysis but the reality of driving should trumps that for those like those on motorbikes in terms of practicality.

Biker Destroyed

In the Chelyabinsk region, a biker crashed into a dump truck and his head was torn off. The driver of a heavy-duty truck, while turning left at an unregulated intersection, did not let an oncoming motorcycle pass, which caused a collision. The 42-year-old man died at the scene.
