I wonder if the door got a little help from somebody inside the building.

That's the only scenario that makes any sense to me. Because the door opens inward, he should be able to overpower any mechanical closer. It has also been cracked open enough to be beyond the pull of a magnetic lock.

Trying to force the door shut would be a natural response to anyone inside.
