Very true.
No disease is ever fully eradicated because places like the C.D.C. and U.S.A.M.R.R.I.D. always keep vials of the virus on hand for "research" purposes.
One slip-up and we have a pandemic on our hands...

Not to mention the diseases that weren't totally eradicated but that cases had become fairly rare....which are all making comebacks thanks to the whole "vaccines cause autism" bullshit.

Has anyone heard of this?

When your veins are destroyed from Intravenous drug use, you have to have your veins removed.

It cannot be stitched and has to remain open.

I would think it is asking for infections.

The reason they can't be stitched up is much the same reason as bed sores. Due to the loss of blood flow, if you stitch up the site, the skin will heal over the wound-leaving a cavernous pocket. It MUST heal from the inside out in order to heal correctly.
Every day the wound (or bedsore) must be treated with a debreding cream that gently scubs away the dead skin so that fresh tissue can grow, then the wound is packed with gauze and carefully wrapped.
It can take a very long time to heal, but, if handled correctly, the risk of infection is fairly minimal and the scarring isn't too bad.
