Here in the Philippines, being a traffic enforcer does not mean that one is also a cop. A civilian with formal training in traffic enforcement is good enough to be a traffic enforcer; and does not need to undergo years of study being a policeman.

Though of course, our cops have more power over traffic enforcers and can direct the flow of traffic whenever necessary.
Aaaah. That makes sense. Just odd coming from Scandinavia where only cops can be traffic enforcers.
