Forgot to say: as the dude #1 instinctively grabbed the fence, most likely dude #2 instinctively grabbed him in an attempt to help: so they both died instantly and instinctively. Human instincts... tsk, tsk! Even the stupidest frog in the world wouldn't die that way: it would just have jumped over it.

Seriously, they were there to steal some fishes: they've been waiting until dark and entered the propriety, unaware of the presence of the electric fence, which was made by the owner some time before: one was in the water and started throwing fishes to his accomplice who slipped and fell in the water, instinctively grabbed the fence, then the fatal contact between the two took place.
