Many people simply never get a choice.

They are approached and told, "You will do X for us or we will kill you and your family."

They can either die, do the bad thing and also likely die, or try to flee north across the border to become a dishwasher in a Chinese restaurant in Chicago until 47's thugs catch them and send them back to die anyway. It's a raw deal all around.

Most of them are not getting involved because they're just desperate to be drug dealers or halcones. They're doing it in hopes of avoiding winding up on the side of the road with a bag on their head. But sometimes shit happens.
