Take a close look at the Guys pants...These are not U.S.! They appear to be French or Belgian pattern, As the Dead guy is Black I would say that this is in Africa someplace..... My bet is French Foreign Legion

Then the soldier is definitely a Béret vert of the French Foreign Legion.
Given the color of the skin of the dead man, i'd say that the pic was either taken during Operation Licorne in Côte d'Ivoire (2002–2003) or EUFOR Tchad/RCA in Chad (2008/2009). I'm not sure though.
