Yes indeed they are. Besides the lack of artistry skills.. You can see they are jailhouse tats. Maybe even some being self- done by hand poke method.

I would think either a drug overdose, or a heart attack. Maybe the fire was caused by lighter or torch from smoking crack?

That is actually an old smallpox vaccine scar. They left a very distinctive, round scar on many people.
