I (being in Kentucky at this time) can vouch that these folks have absolutely ZERO street smarts. Watching these people cross a street is like watching a duck survive a trek across the Sahara in this place.

Poor guy just couldn't catch a break. He'd been arrested for attempted robbery in 2010, and that story sounds like the stuff of black comedies.
