I'm wondering if this isn't acutally some kind of training exercise.

The supposed 'corpse' appears to be smiling in the next to last photo.
I thought that at first, too. Then I noticed the victim’s hands and signs of being deceased on the body. It does look like rescue/retrieval course training though.
