Some how it's related to drugs, that's probably family to a narc or informant. They are trying to send a message "don't fuck with us or we'll kill your family". I wouldn't want to be in Mexico right now with all of the drug cartels trying to kill the Government.

I was just about to post about this but then found a thread on here about it, but then thought I might as well post a new thread on it as the photos in the one I found had watermarks on them. But then I came across this thread + just decided to add a bit of information + a few photos from news articles on the case. I didn't bother doing any further research so it's only a little bit of detail.
