Looks like he was pulled from the water, or washed up. That would explain the lack of maggots. The missing flesh might be from fish or water animals feeding on it. His skin didn't rot away to the bone...if it had the rest of him would be gone, too. Strange...and creepy!

The nutrient rich material was likely consumed by maggots, bateria, etc. What remains is the dry husk, which won't likely attract much, c.f. flies being attracted to steak vs. beef jerky.
