Looks like he was pulled from the water, or washed up. That would explain the lack of maggots. The missing flesh might be from fish or water animals feeding on it. His skin didn't rot away to the bone...if it had the rest of him would be gone, too. Strange...and creepy!

Id say he was killed prior to a flooding. When the water subsided his body was discovered.
