According to the army report, the victims were volunteers. It was a commando seminar on torture and resistance to torture. Somewhere in Cordoba province. I doubt the report but it's not out of the question, army men are fucked up all around the world. Anyway, the government order a full investigation. 5 years later we're still waiting for it. Governments are fucked up all around the world.
