Todd Hannigan, 57, was fatally shot by Orange County sheriff's deputies on June 23, 2025, after a standoff at the Isles at East Millenia Apartments on Lake Fountain Drive in Orlando, Florida.

Hannigan's girlfriend called 911 at about 12:45 p.m. and said he had smoked crack and held her against her will with a knife overnight. She was outside the apartment and safe when deputies arrived. Hannigan barricaded himself inside while patrol deputies who also served as hostage negotiators and SWAT operators tried for several hours to persuade him to surrender.

The sheriff's office said Hannigan eventually came out holding a knife raised above his head and moved toward deputies positioned at the apartment door. Two deputies fired. Paramedics who were staging at the scene took Hannigan to a hospital, where he died.

The sheriff's office released body-worn camera video of the shooting on July 7. The deputies were placed on paid administrative leave while state investigators reviewed the shooting. No determination has been published.

As part of the Orange County Sheriff’s Office’s commitment to transparency, it is our policy to release body-worn camera video of critical incidents, including deputy-involved shootings.

We believe it is important for our community to have access to the full context of these incidents, rather than rely on short snippets they may see elsewhere.

On June 23, 2025, at approximately 12:45 p.m., the Orange County Sheriff’s Office received a call from a woman who said her boyfriend had been smoking drugs (crack) and held her against her will with a knife since the night before.

Deputies responded to the scene at the Isles at East Millenia Apartments on Lake Fountain Drive and spoke with the woman, who confirmed her boyfriend - 57-year-old Todd Hannigan - had threatened her with a knife.

Over the course of the next hour or so, deputies tried to communicate with Hannigan, who was barricaded inside an apartment.

The victim, his girlfriend, was out of the apartment and not in danger.

Patrol deputies – who were also hostage negotiators and SWAT team operators – responded.

After trying to talk with Hannigan for several hours, at one point, he came out of a room and moved toward the deputies with a knife, and two deputies fired their service weapons, striking him.

Paramedics, who were already staging at the scene, transported Hannigan to the hospital, where he later died.

As is our standard procedure, the Florida Department of Law Enforcement is investigating the shooting and will turn over its findings to the State Attorney’s Office for review.

Once that process is completed, OCSO will conduct its own internal investigation.

The deputies who fired their service weapons are on temporary, paid administrative leave pending the initial FDLE review.

Barely gave him a chance? Uh, like you people must be smoking crack if you don't think this is a justified use of force. It's a 57 year old man that obviously knows better and was trying to make this happen. They gave him more than enough chances to comply and he came out with a knife. I'm a little upset that it took them so long to shoot him... Oh well, at least we don't have to pay for his continued existence in jail!
