Partial Disabled Methhead Takes Cops on a Chase and Crashes
On October 27, 2020 at approximately 12:51 p.m., officers with the Minnetonka Police Department were on routine patrol in the area of Cedar Lake Road and Mayflower Avenue, Minnetonka, Hennepin County, Minnesota, when they observed a vehicle traveling 60 m.p.h. in a posted 40 m.p.h. The vehicle also did not have a front license plate. Officers attempted a traffic stop with lights and sirens. The vehicle did not stop but accelerated and passed another car by crossing over the double yellow line. Officers learned the vehicle was reported stolen. The vehicle continued to flee with officers actively pursuing, reaching speeds over 80 m.p.h. Officers attempted a PIT, but it was unsuccessful. Eventually, the vehicle crossed over Highway 169, and turned south on the entrance ramp to north 169. The vehicle went the wrong way as it entered the north lanes of Highway 169. Since the vehicle was traveling the wrong way on 169, the active pursuit was terminated. Law enforcement, however, continued to monitor the vehicle's route to protect other motorists traveling on Highway 169. Multiple squad vehicles had lights and sirens activated. Eventually, the vehicle crashed into another car at the intersection of Jordan Avenue and Cedar Lake Road. The driver of the suspect car was identified as J--- M--- D--- (1996; hereinafter "Defendant"). He was arrested and transported to the hospital. He only complained of back and leg pain; otherwise, he was uninjured in the crash. Defendant does have a portion of his right leg missing. His wheelchair was recovered and transported with him. Victim's car had been pushed down an embankment towards Highway 169. Victim was identified as D.J.L. When officers were able to make contact with D.J.L., she was conscious but said she was not okay. She was transported to the hospital with life threatening injuries. Initial medical records show that D.J.L. suffered two broken hips and a collapsed lung. As of 10/28/2020, she was still listed as in critical condition. In a post-Miranda statement, the Defendant admitted fleeing from police. He knew he had warrants and fled to avoid arrest. Defendant also admitted knowing the vehicle he was driving was stolen. Defendant had earlier admitted ingesting Methamphetamine. A warrant for his blood was obtained and executed. Results are pending. Defendant is in-custody. He has a lengthy criminal history and currently pending an escape charge (Court File Number: 27-CR-20-3308/27-CR-19-21352), which is set for omnibus on December 3, 2020. Given the Defendant's criminal and flight history, the State requests high bail. State of Minnesota 8/30/2019: Complainant has investigated the facts and circumstances of this offense and believes the following establishes probable cause: On January 5, 2019, Minneapolis Police officers responded to the Saks Off Fifth store in City Center mall, located at 600 Nicollet Mall in Minneapolis, Hennepin County, on report of a theft. Saks Loss Prevention and mall security reported that a male identified as J--- M--- D---, Defendant herein, had previously been trespassed, had stolen from the store the day before and then returned. They explained that on January 4, 2019, loss prevention was monitoring Defendant’s actions because he had stolen from the store on multiple occasions. Defendant selected multiple items, concealed some of the items, and left the store without making any attempt to purchase the concealed items. The value of the items totaled $289.98. Defendant returned to the store on January 5 and Loss Prevention contacted security. Defendant fled, knocking a security officer down. Eventually, multiple security officers were able to detain Defendant and brought him to their office. While attempting to identify Defendant, they searched his backpack, locating approximately 100 needles within it. During that process, Defendant stated that he was trespassed last year, suggesting the security officers could identify him using that information. Officers transported Defendant to the hospital after he claimed he swallowed a bag of heroin. At the hospital, Defendant fled again. After chasing Defendant several blocks, officers apprehended him and placed him in custody. Officers confirmed that Defendant was trespassed from City Center Mall, which includes Saks Off Fifth, on August 30th, 2018. The trespass notice was in effect for one year. Defendant has been convicted of numerous theft related offenses. |
