Municipal Guards Fire Rubber Bullets at Civilians During Seizure of Motorbike

Shots with rubber bullets fired by the Municipal Civil Guard of Rio Claro, São Paulo, left at least 4 residents injured. The guards claimed that they were 'disrespected' during the seizure of a motorbike.

The guards said that a motorcyclist was doing dangerous manoeuvres, such as wheelies, near the location, in addition to having an open exhaust. The same motorcycle had already been seized the previous week.

The motorcyclist was followed by the guards, and left the vehicle in front of a bar. It was seized and, according to the guards, local residents "prevented compliance with the legal order to seize the aforementioned motorcycle, requiring progressive use of force." One of those shot told TV Globo that the guards wanted to seize the motorbike for "no reason".

According to the guards, when they were disrespected and faced with resistance, the guards used non-lethal ammunition against the people. In the videos, the guards can be heard asking the residents to move away. A woman appears and challenges them to shoot - the guard approaches her and begins firing the rubber bullets.

Three 12-gauge cartridges were seized at the scene, two of which were spent and the other intact. Two men, aged 26 and 35; a woman, 44; and a youth, 14, were detained after the incident.

The Secretary of Security told TV Globo that they had requested the opening of an administrative disciplinary process to determine whether the force used was excessive. The secretary said that, a priori, the guard's use of force was justified, but they will further examine the evidence before passing a final judgement.

You're supposed to fire rubber projectiles at the ground first so they lose some kinetic energy and truly become more about pain compliance instead of basically shitty buckshot.
