China, Shantou City, Guangdong Province. CCTV camera captures a young girl walking down a village road, followed closely by a man. At a certain moment he grabs the child, rushes towards the edge of the road and throws the child over the guardrail into a concrete water canal before fleeing.

A passing motorcyclist witnessed the child struggling in the water, climbed over the railing and jumped into the canal to rescue the child.

Local authorities from the Xilu Town Government and police released an official update which said that the man is actually the biological older brother of the little girl and not a random stalker or abductor.

According to police and medical evaluations, the brother suffers from a severe mental health disorder/psychiatric illness and the attack occurred during a sudden, unprovoked episode.

The young girl was thoroughly examined at a hospital and sustained no major injuries. The brother was immediately apprehended by public security bureaus and has been admitted to a secure psychiatric hospital for mandatory treatment.

The local government rewarded the bystander who jumped into the water to save her.
